New feature: Configurable ReqIF Timeout (Number of retries, interval) for ReqIF Export (Application side setting)
User shall be able to configure the following for DNG ReqIF Timout for ReqIF Export:
Number of retries
Interval of retries
It is not necessary to be able to configure this for each export, configuring for entire DB instance is sufficient (or Project Area, if IBM thinks that makes more sense)
Current situation:
If a user tries to start a ReqIF Export B from a component while a different Export A is already running for this component, the following happens:
Export B is pseudo-queued, i.e. export tries to to start several times (20 retries, 5 second interval = 1min40sec)
Export B will only successfully retry / start if there are no other running exports for the component (e.g. Export A completed within 1min40sec)
After ReqIF Timeout has been reached (20 retries, 5 second interval = 1min40sec), Export B aborts stating that "timeout limit has been reached"

Reasoning for feature:
Real life observations have shown that an average export takes considerably more time than 1min40sec (in certain customer environments)
Thus, it is statistically very unlikely that a pseudo-queued export will actually be able to start (as it is far more likely that the other export is still running after 1min40sec)
Additionally, the second export trying to start every 5 seconds may put an unnecessary strain on the server
To be able to actually use the pseudo-queue feature for ReqIF Exports (i.e. a pseudo-queued export has a likely chance to actually start), the user shall be able to configure the ReqIF Timeout (e.g. ReqIF Timout: 20 retries, interval of 15 min)
