Last week we reviewed a number of requests for SRM and we agreed this function would be useful. This is not yet scheduled on our roadmap, but once it is we will provide an update here.

We confirm that General Users do not have the ability to create custom frameworks and disclosures, however, a General User (eg. Country Leader) can be assigned a Disclosure Owner role. When this assignment is made, they will gain some privileges within that disclosure as a Sys Admin ie. they can reassign roles, change Disclosure Properties such as default assignments and due dates, and add/remove questions. However, as (non-Sys Admin) Disclosure Owners, they still cannot change response status.
This principle is consistent with broader privileges of a General User in the main platform, mainly they cannot create accounts/meters/locations/groups, but they can add records to accounts. In a similar vein, General Users cannot create custom frameworks but can add responses, or manage a disclosure if assigned. Thus, assigning them as a Disclosure Owner is one way to give them more tasks on top of responding, without granting them a "very powerful admin role".
Having said that, outside of disclosure tasks, framework creation still lies with Sys Admins as typically this is assigned to ESG managers that orchestrate data collection and report preparation. We are reviewing merits and use cases (eg. more complex org hierarchies) to grant this task to General Users as well, which are mainly assigned to data owners within an organization.
Upon further review, it seems that the admin privileges are needed not only to customise the frameworks (for further reuse), but also to create a disclosure report itself. This means we need to grant a very powerful admin role even to those who merely want to create a new disclosure report. We believe this definitely needs decoupling and a General User should be able to create disclosures.

An SRM user with an access role of General User is also considered a general user in SRM. They do not have the ability to create custom frameworks or create disclosures.
