Decouple Admin role and SRM role

We would like to be able to allow our country leaders to customise their own SRM frameworks - but we wouldn't want them to be system admins. Currently, only system admins can create custom frameworks.

    Upon further review, it seems that the admin privileges are needed not only to customise the frameworks (for further reuse), but also to create a disclosure report itself. This means we need to grant a very powerful admin role even to those who merely want to create a new disclosure report. We believe this definitely needs decoupling and a General User should be able to create disclosures.


    Knowledgebase:

    An SRM user with an access role of General User is also considered a general user in SRM. They do not have the ability to create custom frameworks or create disclosures.
