Thank you for your reply. I think having "Build your own" or something in the title would make this far more clear for users. There seemingly doesn't seem to be anything eye catching that says you can copy the report and edit to make your own.
That said, I still can't seem to edit this report. There is no "copy" or "edit" buttons. I click on the "monthly dataset" report in the report section and all that is available for me to click is "run".
The "Monthly Dataset" report is the base report used to create a blank report from scratch.
While there are some basic guide visuals present in the report, the tab containing these can be easily removed to start from a blank slate.
