Add Grouping/Versioning Functionality ----> Allows User Self-Customization

Currently, admin users cannot create surveys themselves within Envizi.  They must supply an Excel-based survey template to IBM, who then create the survey, on the client's behalf.  I have been informed that the reason for this is that IBM must ensure that surveys cannot be modified after deployment or between iterations (e.g., annual, quarterly, monthly).

A better approach would be to place different iterations of the same exact survey within a survey group or make each iteration a version of the same survey.  Within that group, the survey cannot be modified after initial deployment, thereby preserving the integrity and consistency of the underlying responses.  If a copy were made and modified, it would be come a new survey in a new group, completely independent of the original.

If this were done, it would allow IBM to make survey construction client-facing and self-serve, without running the risk of getting inconsistent data.
