Currently when users enter data against an account they have the option to add a file as evidence. Could you allow admin users to toggle on an option to make the evidence attachment mandatory in each account for users?

There is an option when setting up an account style to specify whether adding an attachment is mandatory when manually capturing data. If an attachment is not available, this setting will force the user to enter a reason which gets stored as a note against the account record.
This setting is not currently available to client system administrators but can be set up on request by Envizi partners, implementation consultants and support teams. Please reach out to your Envizi support team if you would like this enabled for specific account styles. Note that we are currently exploring how we can expose this setting to client system administrators, but this is unlikely to be available in the short term.
