Allow FCM notification to be handled as High Priority

Maximo Anywhere does not send FCM push notifications as a high priority.

When an Android device is in doze mode (idle), FCM push notifications not sent as a high priority will not be delivered immediately.

Not only should a push notification be sent as high priority, but an audible noise should be included. If a technician has their device sat down but a new emergency work order is dispatched, a noise should be played to alert the technician.

Thanks for the words of support, Robbin. We really need this important feature. Our dispatched Work Orders are time sensitive and require high priority status so that our Anywhere users can be immediately notified.

This RFE is well worth supporting for customers who have an Anywhere installation.
I know that our customers will benefit from this change
