The implementation methodology recommends the consultant always map attributes/settings to a unique location list, and check for any duplication such as group names as part of the MDM review. As such, this use case should not occur if these QA steps are followed.
There is currently no universal logic that underpins all setup templates, although we do recognise that at the moment the behavior may vary across some of the legacy setup templates.
We are moving away from using 'setup locations' and 'setup groups' in favor of the 'setup config' connector which supports group creation, location creation and lat/long assignment in a single upload. This is used primarily for the initial configuration of any environment.
There are also newer, simpler versions of these legacy templates planned
Setup Locations and Addreses, Setup Location Settings (for lat/long and others) expected at the end of Q1 and
Setup groups at the end of Q2.
I've taken the feedback onboard regarding the inconsistent behaviour and we will be channelling dev effort into newer, easier to use templates rather than revisiting legacy logic.
