Thank you for raising this idea. We have released a new report to export the list of Notification Contacts. This report can also be used to setup notification contacts in bulk. Please note that the report does not display locations that do not have notification contacts. To get this information, you can use the Extract for Locations report to get the full list of locations, and cross reference this against the Setup Notification Contacts report.
It is possible to export all the notification contacts as a CSV from the notification contacts grid (Manage --> Notification Contacts). On the Notification contacts grid select the down arrow icon (to the right of the "ACTIONS" button) and choose CSV to download the data as a csv report.
The second part of the request about a solution for seeing which locations don't have notification contacts assigned will be reviewed by the relevant product owner.
