Need to have flexibility to control/display the delete icon in attachment page conditionally.

Need to have the mechanism to control the delete icon conditionally. e.g. normal technicians should not be able to delete attachment in mobile, only supervisor should be allowed to delete the attachment. By default anyone can delete the attachment.
